All public sector tenders in Ireland are published by the Official Journal of the European Union (OJEU). The worldwide recognised University found the union’s system difficult to use, forcing the use of working out of Excel spreadsheet, soon finding a need for an implementation of a Procurement Contracts Database system to improve data capture in their Procurement and Contracts Office and that would work alongside OJEU Tenders.

Through a public procurement tendering process the contract was won by Target in September 2015 and the new system was deployed in November 2015. Target provided their Accord – Contract Management System including additional bespoke work to also deliver a fully OJEU compliant Tender Tracker.

Target’s contract management system and OJEU Tender Tracker provides their Procurement and Contracts Office with real time data and reporting to flag when a contract is due for renewal together with all the contract details to ensure everything complies with standards to save time, effort and money.

Competing against OGP, EPS, Janssen (pharmaceutical company), Eir, BWG Foods, Food Academy, Manor Farm, Microsoft etc; the implementation of Accord helped NUI, Galway collect the 2016 Innovation Award at The National Procurement & Supply Chain Awards in Dublin and shortlisted for the Best Cross Functional Collaboration.

Ann Melia, Head of Procurement and Contracts at Uni of Galway said: “We needed a new way of automating the activities around much of the contracts, suppliers and reporting that was being created in our office. We awarded the contract to Target because we could immediately see the benefits of Accord and the opportunities it presented for improvement; their contract management system perfectly met our requirement and was great value for money.”

She continued: “The Accord system is a fantastic piece of software and I am delighted by the win for the project; I would not hesitate to recommend Target and their service to others.”
